A little over a year ago, I moved to New York from Center City Philadelphia. It was distressing to me to see headlines about violence in Philadelphia on the news and to see communities in distress. Hillary Clinton is answering the call to make make our communities safer with her bold new anti-crime agenda that strengthens community policing efforts, crime prevention and prison reform. Senator Clinton's plan sets an ambiguous goal: to cut the homicide rates in cities in half. It put 100,000 new police officers on the beat - with an emphasis on community policing and it reinvigorates the COPS program with new tactics and improved technology.
Hillary is parlaying the success of community policing to create so-called "community prosecutors," and will invest $250 million to make that happen and make urban neighborhoods safer. Deeper community involvement will help prosecutors break through the wall of silence.
Gang violence reduction grants and drug market elimination grant will provide funds for local institutions to fight gang related violence with emphasis on battling the menace of methamphetamine. No less than the Deputy Attorney General will have responsibilities to oversee DOJ-city partnerships under Hillary's plan.
Another priority is to crack down on gun illegal trafficking. The amount of violence attributed to gun related in Philadelphia alone is marked. I have personally heard the gun fire and seen the bodies while I was a college student in North Philadelphia.
Hillary will devote $1 billion to close the revolving door prison system and reduce the number of repeat offenders.
The plan reduces the prison population by reforming how the system attends to minor infractions by non-violent offenders by reforming drug diversion programs. It's simple: People who stay clean stay out of prison.
Corporate criminals will be rightfully placed behind bars. One of her first acts in office will be to direct her Attorney General to conduct a 90-day review of all deferred prosecution agreements.
The Federal government will help States make re-entry work to help prepare offenders for their return to their communities; prisoners will be reformed instead of warehoused. Clinton will seek to prevent crime through early interventions with at-risk children. Some aspects of it are increased after-school programs, mentoring programs and nurse home visitation.
What's more, she will protect children from exploitation and harassment online, and Clinton will cycle more resources to the Internet Crimes Against Children task forces. As an aside, she will also fight identity theft.
"It is a sad day in America when the President can find hundreds of billions of dollars to police another country's civil war, but cuts funding for police officers right here at home," said Clinton. "We deserve better. Our mayors like my friend Mayor Nutter [the mayor of Philadelphia] shouldn't be tackling this problem alone. At its core, my agenda is about responsibility. It's about the federal government living up to its responsibility to help restore order in our communities, pave the way for economic development and new jobs, and help our families feel safe in their homes and neighborhoods."
